I agree with you that the old viaduct needs to come down and be replaced... However I don't think that it's okay for the city to ask for the moon in terms of replacement and expect that the rest of the state to pay for it (the tunnel is the most expensive option). I think that the state should be responsible for a reasonable replacement, and if the city's resident's want more, they should be willing to fork over the dough for it... including overages and higher maintenance expenses.

But I do agree it should ALL be discussed and decided upon and signed on the dotted line by all parties involved BEFORE anything actually happens... even if the city wasn't behind on their already existing bills... That's just sound business practices for both the state and the city

That's the thing... the city doesn't want it. We voted against a tunnel. Then the Discovery Institute (most well known for their creationist work) wrote a study that said a deep bore tunnel would be cheap and suddenly the WSDOT and Gregoire and Nickels and construction business interests said that's what we're getting.

Seattle wants a surface option. Tunnel is nice and we'll take it. But not at that cost.

I'm right there with you on this. A surface option with plenty of pedestrian overpasses and few traffic lights would be best.
