In Florida, as in most states, a guardian for the person makes these decisions. That guardian is frequently a close family member. In Texas, the hospital or care facility can decide to terminate support over the objections of family if there is no source of payment for the care. In New Zealand, medical personnel make the decision, though they must consult with the family. If the family disagrees, court approval must be obtained.
